About OIOP
The U.S. DoD Office of Information Operations Policy (OIOP), under the authority of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, supports the Under Secretary of Defense for Policy (USD(P)) as the Principal Staff Assistant and Principal Information Operations Advisor to the Secretary of Defense. In support of USD(P) and pursuant to 10 U.S.C. §397, OIOP assists in the oversight of policy, strategy, planning, resource management, operational considerations, personnel, and technology development across all the elements of Information Operations of the Department.
About MSE
Part of the Security, Policy and Operations Directorate of the UK Ministry of Defence, Military Strategic Effects (MSE) designs, synchronises and orchestrates the full spectrum of military activities to support strategic, audience-centric campaigns. MSE also coheres full-spectrum targeting for the MoD, and is responsible for the coordination and policy development of information operations.
About Phoenix Challenge®
Phoenix Challenge® began as a U.S. Department of Defense conference series in 2000. It paused briefly but has returned in full swing to continue to promote, innovate, and advance operations in the information environment and enable actionable outcomes. In 2023 it took place in London, in 2024 it took place in Washington D.C. under the moniker ‘Global Information Conference’, and we are pleased to be back in London for 2025.
Phoenix Challenge® is a Department of Defense conference with oversight from OIOP and part of the larger network of events associated with the DoD Global Information Conference® series.
